The children of Israel couldn’t talk to God because they chose not to. And the reason they chose not to talk to God will further clarify the tithing issue. The scriptures below prove this statement.
And all the people saw the thundering and the lightning, and the noise of the trumpet, and the mountain smoking: and when the people saw it, they removed, and stood afar off.
And they said unto Moses, speak thou with us, and we will hear but let not God speak with us, lest we die.
Now, the hidden secret behind their statement is that this happened right after Moses presented the Ten Commandments to them.
The priests were the go-between for the children of Israel and God. They interceded with burnt offerings, so they really didn’t talk face-to-face with God. On the other hand, Moses was the only one who talked to God face-to-face as a man talking to another man.
Moses was a prototype of Jesus, and he was able to intimately converse with God. Check out this scripture below.

You see how that scripture compares God talking with Moses as He’s talking with a friend.
Moses never took a burnt offering to God to be in His presence. But the priests and the high priests always had to take a burnt offering in the presence of God. Now the question is, WHY IS THAT?
